This issue was raised by @plehegar earlier...

HTML 5.1 is missing the definition of EventHandler, despite the fact that it's in use there. It's in HTML 5.2 so we would only have to backport it. I run into it every 2 weeks when publishing due to changes in respec.

We should fix this in the HTML5.1 2nd Edition (errata).
