Add new contributors to JLReq during this charter

Note: This is pointed at a comment in PR #103 (for issue #89 ), and targeting to make a PR once that is merged.
We set a list of editors of JLReq during this charter as one of 2nd edition, but we get new contributors for updating formats and clarifying states.
@macnmm , @xfq , could you give full line to be added (incl. company)?
@kidayasuo I've go over list of merged PRs, and not found any other contributors, but please ping if I miss anybody...
