Resolves Issue #142: Spec's issues index is incomplete, out of date

  • Add references to existing issues with the v1-spec label.
  • Add new issues with the v1-spec label that were inline TODOs and actually change the spec meaninfgully.
  • Remaining editorial TODOs are converted into unlinked issues. Bikeshed/W3C specs don't have a "TODO" inline type, and it wasn't worth fighting with Bikeshed to add a custom one.

Merging now, but PTAL @baylesj and can address feedback in a followup PR.

I like the removal of metadata tags in issues, e.g. [security], and seems better tracked now. The verbage of the issues is pretty good, the ones not linked to an actual issue seem to have enough description to try to do them. I'm happy with this, only some minor nits.
