All of the research that was done around 4.5:1 was based on readability not discernability. and discernability is all you need for controls.
As mentioned in comment #343 - I am worried that these guidelines are being written without any understanding of the underlying research on which the contrast numbers in WCAG 2.0 were based.
So suggest that this at least be changed to 3:1
(but still also think this provision needs to withstand the
<standard test of practicality, do-ability and reasonableness>
This should not be included at level AA unless all of the working group members can show how all of the pages on their organizations websites could be made to comply -- including all of the W3C pages.
