# User agent considerations # {#user-agent-considerations}

DBSC provides a lot of flexibility for browsers to schedule cookie
refreshes. This can mitigate the latency of DBSC and lower the load on
TPMs and servers. We recommend that user agents schedule cookie
refreshes in the following way:
- If a session already has a pending DBSC refresh, do not start another
one. This reduces TPM load and allows for simpler server
implementations
- If a session credential will expire soon, and an in-scope document is
active, the user agent can refresh proactively to eliminate latency on
an upcoming request.
