Add CI, GHCR image publishing, FAQ and About sections

GitHub Actions run the tests and publish a multi-arch image to
ghcr.io/webhooker-eu/webhook-tester. The README gains a docker run
one-liner, build badges, an FAQ and an About Webhooker section.
