Should past user activations be kept after refresh?

What is the issue with the HTML Standard?

In the following scenario:

1. User activates the page (click, etc)
2. User refreshes the page 1s later (via browser chrome button, etc)

Should there still be a user activation on the Window now?

No, because it's a new Window object.

(Edit: maybe I misunderstood; was this a clarification question or a proposal to change the standard? If it's a proposal to change the standard, we can reopen; in that case I'd suggest spelling out the case for why you'd prefer that different behavior.)
