Be more clear about the unordered nature of the process, but more clear that the agreement must be signed and how. Also updates step 4 to take Anne's suggested prose improvement.
Since what is "existing" is subject to change after this policy goes into effect, be more clear about the rationale for when this particular policy may be considered.

I've reviewed this in full again, text itself is what we've talked about, and the only thing I notice is a mix of '
and ’
so I made suggestions to go all the way in one direction.

Introduce a new way to sign the WHATWG Participant agreement (see whatwg/participate.whatwg.org#144), and related policy additions and updates needed in this Repo.
