Introduce a new way to sign the WHATWG Participant agreement (see whatwg/participate.whatwg.org#144), and related policy additions and updates needed in this Repo.

For the SG's consideration.
* Steering Group Invitation -> Workstream Participant Invitation
* minor typo and clarification (or -> and)
* Better phrasing for the WHATWG/sg repo
* Linking fix
* Add section on length of participation
* Add a few notes about Workstreams.
Be more clear about the unordered nature of the process, but more clear that the agreement must be signed and how.

Also updates step 4 to take Anne's suggested prose improvement.
Since what is "existing" is subject to change after this policy goes into effect, be more clear about the rationale for when this particular policy may be considered.

I've reviewed this in full again, text itself is what we've talked about, and the only thing I notice is a mix of ' and so I made suggestions to go all the way in one direction.

Wow. I had no idea there was a "suggestions" feature--super convenient! Thanks for the introduction to it, and the suggestions themselves!

This and #115 have been combined into #154. Minor differences have been resolved, and #154 is now exactly equivalent to merging these two older PR branches together.
