Refresh ipr-policy-update branch with LWG suggestions #149

This newly proposed file is NOT a WHATWG license file.

It will be provided in the SG repository only (not in repositories of individual standards).

The intent is to provide language that an implementer can use to create a license file for downstream distribution of code that incorporates parts of the Living Standards and Living Standards Review Drafts.

In conjunction with providing this new file, we propose to link to this file from the “Notice for Repositories” section of the Workstream Policy, and explain the intent of the file.
Additionally, link to new license sample file.

I think something went wrong here as it includes a number of unrelated changes.

That's possible. I did merge in my branch which was based on Master as of yesterday, so it includes the unrelated changes in master as well.

The problem is likely that this target the ipr-policy-update branch but is based on a more recent master than the target branch. I'll rebase just the new changes onto the branch which will make them show up on #115 instead and then close this.

I rebased the changes onto #115 and will apply some additional fixes there.
