• memo projects actions — an agent's proposals for a project, with the evidence to decide them. add stages
  cited facts and follow-ups (references and fingerprints from projects evidence; a changed text refuses as
  stale). list pages through suggested key documents and findings batches, each cited text shown with whether it
  changed, the text and the messages around it (--brief drops them, --before-n/--after-n). confirm creates
  the named findings or confirms a key document, reject turns them down. An agent in your terminal, or over MCP
  (project_actions_*), decides for you only with --reason, kept with the decision; set agent_decisions: false
  in the config to keep every decision yours. projects key-documents list items carry their id. Needs
  @wirecat/cli-core 0.363.0.
