• sync, mail inspect, mail trash, mail rules apply and projects evidence name the zone they read a
  date in and give the window in UTC. In --json (and over MCP for project_evidence), meta.timezone appears
  when --since-time was a date without a zone, and meta.window.since is the start it used.
  projects evidence also gives meta.window.until, its exclusive end.

Fixed

• An mbox email whose only date is a Date: header without a zone is refused, instead of being read in this
  computer's zone without a word. A From line date without a zone is still UTC, as the mbox format defines it.
