• A time typed without a zone is read in your zone, and a date alone means local midnight (cli-core 0.379.0).
  This covers messages send --at-time, chats link create and chats link update --expire-time,
  chats mute --until and date-only time>= queries, such as chats events Valencia time>=2026-09-20. Before,
  some of them read a date alone as midnight UTC. A time with Z or an offset is read as before, and JSON and MCP
  output still give every time in UTC with Z.

Fixed

• stats chats retention and chats stats show read --since-time/--until-time in their --timezone, and a
  date alone in retention's --until-time covers that whole local day (cli-core 0.380.0). stats charts, contacts timeline and the MCP stats tool name the zone in meta.timezone and give the UTC window in meta.window.

• The QR login line names the zone of its time: "valid until 22:00:00 Asia/Vladivostok". Before, it gave the
  computer's local time without saying so.

• A frozen account's deletion date says it is a UTC date: "deletes it on 2026-10-03 (UTC)". The until field
  is unchanged.
