/otta:dev — interactive mode (developer-in-the-loop)

The same build → review → verify → ship pipeline, two drivers:

	/otta:dev (interactive)	/otta:build (autonomous)
Builder can ask you?	yes — pauses for your decisions mid-build	no — returns blocked
For	real dev, "help me decide"	clear specs, overnight, CI
