Prerequisites

• I have carried out troubleshooting steps and I believe I have found a bug.
• I have searched for similar bugs in both open and closed issues and cannot find a duplicate.

Describe the bug

"United States (US)" shipping zone fails to create with "Free shipping" method after installing "Jetpack and WooCommerce Shipping" from the "Business Details" tab.

Expected behavior

United States (US)" shipping zone should be created with "Free shipping" method after installing "Jetpack and WooCommerce Shipping" from the "Business Details" tab.

Actual behavior

"United States (US)" shipping zone fails to create with "Free shipping" method after installing "Jetpack and WooCommerce Shipping" from the "Business Details" tab.

Steps to reproduce

1. Create any test site using the JN site.
2. Install and activate all the required plugins.
3. Install and activate WooCommerce.
4. Start OBW and choose United States as store country.
5. Choose "Physical products".
6. Install Jetpack and WooCommerce Shipping from the Business Details tab.
7. Complete the OBW
8. Connect and approve Jetpack when prompted.
9. Go to WooCommerce -> Settings -> Shipping
10. Observe that the "United States (US)" shipping zone fails to create with "Free shipping" method after installing "Jetpack and WooCommerce Shipping" from the "Business Details" tab.

Isolating the problem

• I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
• This bug happens with a default WordPress theme active, or Storefront.
• I can reproduce this bug consistently using the steps above.
