This greatly improves configurability and support for calling sjudge from another script.
They are only part of the stand alone script now so that's useless.
- add Python 3.7 test back to travis-ci, - remove useless badges from README. - remove running duration of judge_test.

I initially thought more work was going to be done, but it seems like this is enough for me at this moment. A few minor but very beneficial changes to greatly clean up the code in general.
