chore: add @adameat to CODEOWNERS as global owner

This PR adds @adameat to the CODEOWNERS file as a global code owner for the ydb-embedded-ui repository.

• Modified .github/CODEOWNERS to include @adameat in the global owners list
• Maintained the existing format and structure of the CODEOWNERS file
• Added the user at the end of the current owners list alongside @artemmufazalov, @astandrik, and @Raubzeug
