try posting this on stackoverflow but its probably because you haven't linked ui.router correctly.

It's just on stackoverflow and the ui-router is loaded
two time by local and cdn (take a look to the post).
Only a thing do you know if there is any problem
to integrate ui-router with yeoman ?

this generates an AngularJS project. After that is up to you to implement your application and any additional dependencies. ui-router should probably only be loaded once.
