Document the changes in your pull request
Updates a few engineering sprites to fit the recent clothing sprite changes. Includes hard hats, magboots, radiation suits, firesuits, work boots, insulated gloves, hazard vests, fire axes, all the basic engineering tools, the network admin's winter coat, and resprites the elder atmosian hardsuit into looking like an armored firesuit. Also gives the bluespace RPED and advanced extinguisher their own unique in-hand sprites.
Uses sprites from all these, some of which are edited to fit in better with our current sprites.
