dotgan v0.0.1

First release of 돗간 — a docker registry with a built-in management console.

Based on distribution/distribution v3.1.1.

• Console (REST API + React UI, EN/KO) on a dedicated listener (registry :5000, console :5001)
• Issue / rotate / revoke docker login secrets from the UI — generated, shown once, bcrypt-stored
• Console operators fully separate from registry secrets
• PostgreSQL via DOTGAN_DATABASE_URL, automatic SQLite fallback
• JWT + revocable DB sessions with an in-process cache
• htpasswd auth removed (startup migration hint)
