有一些hosts是所有环境都需要, 一些hosts是指定环境需要, 希望能像http转发一样支持多选

@yinxin630 配置有冲突的时候不好指定环境

可以用后面的规则覆盖前面的, 并给用户弹窗提示. 或者拒绝勾选直接弹窗提示有冲突
