Addresses (and their components) are not inherently public. Limiting their distribution is a valid security decision, and important for anonymity in some use cases. The spec should use terminology that reflects this.

Hm. Doesn't the spec already use the terminology "payment address" for this reason?

Yes, but there are still some inappropriate uses of "public key". For example, in section 4.2 "Notes", it says: 'apk is a 32-byte authorization public key of the recipient.'

- `imk : Issuance master key` is renamed to `isk: Issuance authorizing
