Adds the 11.60 A53 PPR profile, extending exact-profile coverage to 1.00 through 11.60 (56 unique layouts, 90 target mappings).

  • 11.60 retail shares 11.40's A53 code layout with a distinct firmware id (0x11600000); its own profile row (index 55) + retail target mapping.
  • Verified: byte-identical C/asm wrappers, hooks, selector semantics, and source-ELF match for all archived releases present; host-test-ppr passes.
  • Built with ps5-payload-sdk (prospero-clang, -Werror).
