Fixed step logging when using GCS Artifact Store #2211 #2309

Describe changes

The issue arises because GCS artifacts are immutable Stack Overflow thread. To fix the issue, I rewrite the existing file with its old contents and buffer's content appended together.

Code to test the change: (Credits: @strickvl)

Please use GCS stack

@adtygan Please follow the instructions in the CONTRIBUTING.md document about branching off develop and making the PR to merge into the develop branch. At the moment it's set to main. Thanks!

Hello @strickvl , I could not merge to develop using this same branch. I have opened another PR to merge with develop with a different branch from my end called adtygan:bug-2211. Please look into it.
