new README
ZIO Shield inner API reworked
- add configuration file (.shield.yaml)
- interface for separate implementations of SemanticDocument loading for sbt and metals (closes #13)
- tests for rules are moved into separated module
- inner API refactoring for more convenient flow cache usage in rules
config file and SemanticDocument loading in sbt plugin
