Tracking: Scan Issues To Correct

There are a number of manual or error-prone stages in the a11y scan process that we should remediate. I'm using this issue to prioritize them and track their remediation.

• Domains from the legislative, judicial, and 'non-federal' branches aren't being removed automatically but they should be
• Inactive and Redirecting Domains aren't being removed automatically but they should be
• Appropriate domains with no errors should still be factored into the final data files
• Discrepancies between the numbers on the domains page, agencies page, and individual results
• Individual errors that are the ignore list are still being included in the scan results
• Domains that are failing to complete a scan and cause the scan to choke
• Domains that are failing to complete a scan
