Fix argument order passed to piq (x=modified, y=reference), which made VIFp scores wrong.

BREAKING CHANGE: All public functions now take the modified image first: (img_m, img_r). Metrics are called directly via Metric.call(). Metric.score() is deprecated and takes the new argument order as well.
