Can't start SSM

Symptom

You may see messages like

2014-08-13 12:34:50,939 - client - INFO - Starting SSM.
2014-08-13 12:38:03,157 - client - INFO - Found 0 brokers.
2014-08-13 12:38:03,157 - client - INFO - No server certificate supplied. Will not encrypt messages.
2014-08-13 12:38:03,179 - client - ERROR - SSM failed to complete successfully: Attempts to start the SSM failed.  The system will exit.
2014-08-13 12:38:03,180 - client - INFO - SSM stopped.
2014-08-13 12:38:03,180 - client - INFO - =====================
