v1.1.1 — uniform gpt-6.1-sol/high default

Normal mode now uses gpt-6.1-sol at high effort for every complexity, matching the requested default. The gpt-5.6-sol reserve keeps medium (critical may keep high). gpt-6-astra remains explicit opt-in only.

Initial public release.

• codex_status: reads the Codex CLI 5-hour and weekly ChatGPT-plan windows, credits, model ladder, and recommendation without spending model usage.
• codex_delegate: runs one non-interactive codex exec task, returning the answer, token usage, thread id, and quota left.
• Default gpt-6.1-sol / high; falls back to gpt-5.6-sol / medium when either window has 10% or less left.
• gpt-6-astra is never automatic and requires allow_expensive_model=true.
• Host-only DSH bundle, no client half, no build step, no npm dependencies.
