Checklists

• af checklist actual feedback and af checklist actual eligible now accept an empty runtime task list when the checklist's authoritative activity count confirms that no task items are missing. Missing or contradictory evidence still fails closed.

Agent setup

• af setup opencode and af setup pi now install one shared af-cli skill under ~/.agents/skills/af-cli/.
• Setup replaces an af-cli symlink at the shared path without modifying its target. Each setup command removes only its own old tool-specific skill copy, so running one target does not break the other.
