• 默认仅作用于 Super Code，可选择应用到官方预设；运行中的 Agent 保留配置快照。
• 优化设置页，修复语言切换回退，完成 20 个 Web 版本、5 个官方 macOS arm64 Desktop 版本及 DSH NEXT 复验。

Adds configurable budgets and restores the older, better-performing budgets without manual setup to address regressions after newer Harness versions reduced them. Includes settings-page improvements and a language-persistence fix.

195 tests passed. Compatibility covers Harness 0.1.5-alpha.1–0.2.1-rc.2; native testing covers macOS arm64. 更新详情与验证范围。
