chore(release): prepare Sem 0.29.1 (#541)

## Changes
Release Sem 0.29.1 with the already-merged intent-search ranking and
agent hook fixes from #540. Plain-language lookup ranks code by body,
name and path; scratch/log writes are no longer incorrectly rejected by
the agent edit hook.

Synchronizes workspace crate versions, internal dependency versions,
Cargo.lock and the npm wrapper, and records the patch release in the
changelog. No additional runtime changes.

## Validation
- 9 package metadata and checksum tests passed.
- git diff --check passed.
- Existing main passed Windows, shared MCP lifecycle, lockfile and
semver CI.
- Modal: all 3 intent-search regression tests passed; the CLI tool-hook
regression suite passed.
