Allow the project end date to be changed to reduce the length of an unsubmitted report with data #2637

Currently the end date validation rule prevents an end date change from shortening a report with data.
Instead it should prevent a submitted/approved report from being shortened and allow an unsubmitted report to be shortened as long as the report remains at least the minimum length (i.e. it won't be deleted by the change).
