Implement mobile data (paratoo) submission workflow in MERIT

MERIT needs to:

• provide a mapping between MERIT projects and available protocols on the app. The current plan is to map protocols to services selected in the MERI plan.
• accept a submission of a survey/collection from the mobile app and create a data set summary from that data. This will likely involve changes to how the data set summary is presented and used in MERIT
• Provide a way for managers to verify that a mobile data set was collected. Possibly via a link back to the mobile application with appropriate support for permissions of MERIT project managers and read only users.
