The changes for MERIT 3.0 include deeper linkages between the MERI plan (specifically outcomes) and other parts of the system (reporting, dashboards).
A consequence of this is that changing an approved MERI plan after reporting has started has the potential to invalidate previously reported data by breaking linkages between outcomes and target measures.
This issue attempts to address this by requiring a MERIT admin to return a MERI plan for changes, which gives them an opportunity to assess the impact of the proposed MERI plan changes.
