Filter Plot Selection / Plot Layout data set summaries from view

Monitor submits plot selection / plot layout procotols to MERIT as per every other protocol, which in turn, creates a data set summary.
There isn't much that can be done with this data, so it should be filtered out of the users view.

As a part of changing the model to handle implementation activities, we may have to rethink how monitor data is added to MERIT as we don't want implementation activities creating data set summary entries - an Activity is a more appropriate container for that data, which may in turn mean we want to create an Activity for all Monitor data.
