Network improvements, timeout improvements, dependency updates

The proxy now runs on Node 22.
The proxy now sends an empty response to the mod on each activity update so the DST client log won't be spammed with timeouts anymore.
The presence connection will now only start when the first activity update comes in, instead of relying on a hardcoded timer.
