DST-RPC-Proxy v3.0.0

A complete rewrite for maintainability and less bugs!

• Simpler split design with linear code and data flow.
• Now forwards last state even if activity updates stop.
• Now only forwards specific data from the mod to Discord.
• Slightly faster saturated forwarding speed (4.5s).
• No (less) state bugs!

This version of the proxy server is backwards-compatible with previous versions.
