S003 treats an unclosed double quote as running to the end of the line, so call :x "a & SET y=2 no longer counts SET. A quote in %name:...%, such as set p=%p:"=% & SET q=1, is not a quote: expanding a defined variable removes it, along with the search text of %name:search=replace%; a quote in the replacement stays. Names may hold spaces
S003 no longer lets a quote inside a finished %name% token hide a later command. That includes a quote written with %%, as in %p:%%"=Y%. A % still ends the token, so the quote in %p:%"=Y% stays and that later command is not counted
