Cometa.cpp 2.0.0-rc.1

First release candidate of Cometa.cpp, a C++17 library for Cardano.

This is a prerelease. Dijkstra support follows the developing protocol. The bundled native dependency includes the transaction block-layout decoding fix from cardano-c.

Validation: 2,930 unit tests pass, including the shared conformance and allocation-failure tests. Full Valgrind reports zero errors and zero retained allocations. Preprod payment, native-token mint/burn, Plutus V3 reference-script mint/burn, and validator spending examples passed with seven confirmed transactions.
