New Features

• Dutch language support (#47, thanks @roelti): a Dutch word list with severity tiers, false positives, and a DutchNormalizer that handles Dutch diacritics.

• Everyday words with a profane second meaning (kon, rot, zak, ballen, aftrekken, …) are left out to avoid false positives.
• kanker, tering and tyfus are included as they are the most common Dutch curses. Use allow() if you need to permit them, for example in medical content.
