v0.55.4 — native Claude ledger at the full max_tokens ceiling; stop offering retired Sora 2

Fixed — native Claude calls are booked at the full max_tokens ceiling

The gateway's x402 quote for blockrun_chat with thinking (the native
/v1/messages path) now prices output at the full max_tokens, not half of
it (blockrun.ai and sol.blockrun.ai, 2026-11-03). This server still booked
half, so each native call was booked at about half of what it settled and
budget caps ran loose on that path. It now books the full ceiling,
re-verified against live quotes (at or above the quote, within +0.6%).

Removed — azure/sora-2 from blockrun_video

Sora 2 was retired on 2026-11-02 and the gateways no longer serve it.
blockrun_video no longer offers it as a model or suggests it as an
alternative. A call that still names it is refused before any quote, with
replacements named (xai/grok-imagine-video-1.5, bytedance/seedance-2.0-fast,
bytedance/seedance-2.0 for 4K); nothing is charged.
