New TOC UI is leaving space for missing heading levels

Current behavior

If I provide heading level 1 and then skip 2 and 3 level and directly provide the level 4, the TOC UI is displaying the empty levels.

I don't know if this is intended behavior or not but I would definitely not want the empty spaces for heading levels which i have not provided. This will bloat the TOC if there are many instances on the page.
