Attempt to add wallpaper engine support

cause was likely due to the rebuild on every colour scheme message. When windows reported one sidedock would rebuild everything. Wallpaper engine seems to do this a lot.

also the "fullscreen app" notification was blindly trusted, as wallpaper apps use those it will fully hide the widgets
