Patch Changes

• 610103f: Page owners and admins when an app's chat stops answering. The detector already
  existed as scripts/chat-health.mjs --strict, but nothing ran it and nothing
  alerted, so a sustained outage was found by a user posting in Slack. The same
  turn-scoring now runs on the durable sweep that already drives stale reaping,
  scoped to the app it runs in so no cross-app credential is needed. "Not enough
  turns to judge" and "could not read the ledger" are distinct outcomes from
  "healthy" — a check that could not run never reports all-clear.
• 610103f: Rewrite oneOf to anyOf in generated tool schemas. OpenAI's function-calling
  validator rejects oneOf outright, and Zod v4 emits it for every
  z.discriminatedUnion, so a single action carrying one 400'd the entire chat
  request before any token streamed — every tool in the payload, not just that
  action. Measured at 178k errors across 786 users over seven weeks. Also stops a
  settings-read failure in the chat-health pager from reading as "never paged".
• 2a7736a: Bound realtime polling, invalidation, collaboration, and autoscroll work so idle or rapidly changing surfaces do not retain unbounded state or repeat expensive refreshes.
