Release Waxing Crescent 2.4.0

This release adds a ton of new features and makes it a more fleshed-out bot, while it's still not what I would call "worthy" of being run on any servers, I think it is worthy of a release candidate.

NEW:
Variables file, currently stores the strings for the version number.
Dice Command: Your Dungeons and Dragons Games will never be the same (Lies, but you can roll a d20!) (thanks hidden!)
A more verbose User Information command.
Status command
Server Information Status
A new paged-changelog (thanks hidden!)
Pokemon command (thanks hidden!)
