CodeBuddy v0.1.45

What changed

• Automatically restarts the owned Codex app-server when a quota read fails, allowing the device quota display to recover without manual intervention.
• Keeps the last valid quota value visible during transient failures.
• Targets macOS 13 for both the packaged BLE Helper and the Helper rebuilt by code-buddy repair, fixing launch failures on supported Macs.
• Includes firmware binaries versioned v0.1.45.
