修正 0.3.0 中 subagent_execute 可继承父路由的问题。新增 dsh-miopiik-policy：要求执行层显式填写 provider 和 model；路由授权及子代理运行仍由 DSH 原生工具负责。

DSH 官方 API 锁定为 0.1.7-rc.2。9 个 npm 包均已发布 0.3.1。
