Fixed an issue where the GPU driver check could get stuck repeatedly retrying and leave you unable to move to the next step. It now retries up to 3 times, then clearly lets you know and continues the setup, no more getting stuck on step 4.

Added a new CPU Idle State & Power Optimizer tweak to reduce input lag and latency spikes caused by CPU core parking and idle states.
