So long as you aren't underground, an active Solar Panels CBM will generate power so long as you're not underground. Even at night with very dark lighting and rain, or in a basement, the CBM still generates a kJ a minute.
Additionally, sun light appears as an available fuel even when underground

Steps to reproduce the behavior:
Make a character and install a solar panels cbm in them, as well as power storage
Observe power generation without actually being in sunlight
Expected behavior
To have solar panels, y'know, require light from the sun.

OS: Windows 10
Game Version: 0.D-9686-g8d27979
Graphics version: Tiles
Mods loaded: dda, aftershock
Additional context
I also tested the (quantum) solar backpack, and found no issue with that.
I'm guessing this is related to #35643
Also, while a CBM that uses sun light only exists in Aftershock, I'm guessing that the relevant code is probably not part of the mod.
