Summary

SUMMARY: Content "Adds 20 new NPCs to gods_community"

Purpose of change

Populates the campground with all the planned NPCs.

Describe the solution

Added 20 NPCs. They are not very talkative currently (they can only say 'Hey.' for now), but they are good listeners. Aside from their dialogue and missions, I consider them done.

Describe alternatives you've considered

Altering their names, personality, etc.

Testing

Spawned a campground, they work as expected: wear clothes the right way and greet the player.

Additional context

I hope this PR is not too large.
I'll add the oil_lamp_holder and place the NPCs in the next PR.

Could you do this in two PRs with about 10 NPCs each please? I know they're just fillers but I still have to read through every one and it gets a bit exhausting.
